Business challenge
Like in any other sphere, success in the telecom industry demands the right tools, which aren’t always readily available on the market.
This proved true for our client, a state-backed telecom operator serving over three million subscribers. Despite steady business growth over almost three decades, in 2023, the company found itself technologically constrained when it came to crucial operational activities like fiber optic network planning.
The off-the-shelf tool our client used failed to meet their needs in terms of available features, functional flexibility, and compatibility with newly adopted software, all while steadily increasing in cost. The company needed a more capable and agile, internally owned product.
Technology solution
Having previously engineered network planning software for enterprise customers, Intellias was well-equipped for the task and proposed building a custom solution that would precisely meet the client’s needs.
The new product had to seamlessly integrate with the company’s existing digital ecosystem, support multiple user roles with varying access levels and features, and offer extensive capabilities for map interactions, street and indoor network routing, and workforce management.

To free up the client’s internal tech talent and ensure a predictable project outcome within a fixed budget, we assumed full responsibility for the delivery process, from solution discovery and software implementation to knowledge transfer and post-release support.

Following approval of the solution proposal, we assembled a cross-functional team of experts comprising three groups, 10 roles, and a total of 17 FTEs who covered such areas as:

Sophisticated product design
Fiber optic network planning involves multiple activities and actors, including system administrators, network engineers, contractors, on-site engineers, and other supporting roles, each of whom needs to interact with the network planning tool in a specific way.
The solution, therefore, had to ensure cohesive work of different environments and technologies, further complicating the software architecture. This included:
- Integration with Active Directory, ERP, workforce management system, network management platform, and inventory management system
- Leveraging the React.js, Leaflet.js, Node.js, Java, and .NET technology stack
- Implementing PostgreSQL and PostGIS for a spatial database
- Using GDAL with Tile Server and QGIS for map rendering and editing
Subsequent technology support
Having completed the active phase of the project in under 11 months, Intellias continues to offer support services to the client’s team, ensuring a seamless transition to the new system and ongoing technology assistance.
Business impact
Acquiring an in-house network planning tool enabled our client to streamline both the back-office and on-site stages of an essential activity like fiber optic network planning while acquiring full ownership of the technological component behind it.
Altogether, this resulted in increased operational efficiency, greater business flexibility, and better network planning capabilities for the company.
